Subject: Government operations; Secretary of State; regional cooperation Statement of purpose of bill as introduced: This bill proposes to require the Secretary of State to convene negotiations with his or her counterparts in the New England region and the Eastern provinces of Canada for the purpose of cooperation in the coordination and planning of continuity of government operations in the event the U.S. government should cease to function as a result of any natural disaster; economic, political, or constitutional crisis; or other catastrophic event. The Secretary would be required to report to the General Assembly on his or her progress in these negotiations on or before January 1, 2017.
